The Failure of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-point plan for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of conflicting incidents captured the bleak nature of the outgoing year. By day, negotiation efforts are fought: hopeful statements are issued from various governments. Immense energy is expended on containing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "settlement".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting missile launches from Russian territory, a capacity afforded by current data. From witness perspectives, defense planes that had been scrambled to engage hostile aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.

Moments later, Kyiv's missile defense engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through Western nations. Every launch creates sudden vibrations, rattling buildings. The instant of fear quickly becomes sober acceptance: maybe the hostile projectile won't strike its target this time, sparing the city from devastation and additional electricity failures.

Continuous Dangers

Not long after, a heavy machine gun engaged a drone somewhere nearby, part of a mobile-fire group – most likely Western-made equipment. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its target.

With pauses, this carried on until dawn. Kyiv awoke to the morning news: seven people killed, destruction and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – living the war. But those 24 hours encapsulated Ukraine's vital need on Western support – a dependence that regional partners are demonstrably unable to fill in the immediate future.

Unsuccessful Negotiations

The 28-point plan from US administration provoked deep reactions, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new proposal from American administration follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually win the battle. This cycle will, undoubtedly, continue.

Tactical Assessments

It is easy to blame certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. Washington operates on a principle understood by experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration believes that it is impossible to pressure the Kremlin to relinquish the areas that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, US leadership does nothing to prevent Kremlin actions, through diplomacy or military means, from believing that the status quo will not shift further in its advantage in the coming year.

Divergent Views

Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but preventing a complete military breakdown until conditions improve in its favour.

Present Conditions

Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unworkable, so that their priority does not switch to homefront challenges. And although their mission will now be significantly challenging after current events, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a just a single week to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.

While new plans based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, primarily depend on ongoing international assistance.
