Nineteen of the Russian's twenty-one championships have been achieved on hard surfaces
A comeback Medvedev secured his first championship for nearly 30 months with a win over Frenchman Moutet in the competition final.
The athlete, a former world number one, has endured a torrid season, managing just one win at the big events and suffering a meltdown at the US Open.
His inconsistency on the ATP Tour - and difficulties with his service game in specific - resulted in him dropping out of the world's top 10 and eventually separating with long-time mentor his previous coach.
Currently collaborating with Johansson and his other coach, Medvedev has steadily progressed in the recent weeks - peaking in a closely contested competitive victory over challenger Moutet.
This represents the player's first title following the Rome competition and first on a hardcourt from spring of that year.
The win also signifies he has secured twenty-one victories at 21 distinct competitions.
"It's the first time I'm at a competition with my two daughters simultaneously, so to secure a championship is especially meaningful," stated world number 14 Daniil Medvedev.
"This title is in tribute of my second daughter Victoria, because the initial championship I achieved when my first daughter her name was born was for her."
The athlete, the past champion, had been defeated in his previous six championship matches, featuring in the German tournament previously this season.
His retrieving approach and frequent emotional displays on court had prompted commentators to wonder if his skill to compete at the elite level was over.
However the 29-year-old has altered his approach in the last few weeks, making an effort to come to the net and compete positively, backed up by an better serving game.
He came back from a disadvantage in the initial set against the difficult Moutet, securing four of the last five games to take the lead.
Both players exchanged service breaks in the middle set before the Frenchman, bidding for his initial professional championship, took control to create a third set.
The opponent rescued 4 early-game opportunities in a tight final set before Medvedev broke to fifteen to secure the win.
Appropriately, he earned victory with a point at the net area, with his opponent unable to control a return after a lengthy match.
